The terms“strong" and "weak" refer to the acid/base properties of the functional group. If the ligand is derived from a strong acid or a strong base it is referred to as a strong ion exchange resin. If the ligand is derived from a weak acid or a weak base it is referred to as a weak ion exchange resin. The same is analogous for cation exchange media.
An advantage of the weak anion exchange resin is that it is easy to regenerate. Of course NaOH, but even Na2CO3, NH3, etc. can be used for regeneration. And this regeneration is economical as only slightly more than the theoretical chemical equivalent amount of regenerant solution is required.
